The expense of providing water service to the main and making repairs to such main shall be paid by the municipality. The consumer shall pay the cost of installation of any service pipe and supply pipe from the main to the place of dispersal, including the cost of the stop box whereby the municipality may shut off the supply of water to the consumer as may be required or permitted. The consumer shall be required to pay all expenses for procuring the services of a plumber, including the expense of furnishing and installing pipe, trenching and necessary labor to bring water service from the main to the place of dispersal. Each consumer shall also be required to pay a one-time $100 hookup fee to the municipality at the time service is supplied.
