(A) Generally.
(1) In order to facilitate the cleaning of streets, it shall be unlawful to park any vehicle between the hours of 4:00 a.m. and 7:00 a.m. within the following areas, except for the following days: New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Veterans’ Day, Thanksgiving Day, and Christmas Day, except as provided in division (C) below and in Chapter 72.
(2) Any vehicle improperly parked in the areas designated as no parking between the hours of 4:00 a.m. and 7:00 a.m. shall be subject to towing, with the owner being responsible for the towage and storage charges. Members of the Police Department are authorized to have a vehicle removed from a street to the nearest garage or other place of safety, including another place on a street, or to a garage designated or maintained by the Police Department, or otherwise maintained by the town, when said vehicle is parked in violation of this schedule and Chapter 72.
(3) Whenever an Officer has a vehicle removed from a street as authorized in this schedule and Chapter 72 and the Officer knows or is able to ascertain the name and address of the owner thereof, the Officer shall immediately give or cause to be given notice in writing to the owner of the fact of the removal and the reasons therefore and of the place to which the vehicle has been removed. In the event any vehicle is stored in a public garage, a copy of the notice shall be given to the proprietor of the garage.
(4) It shall be the duty of the Police Department to keep a record of each vehicle removed in accordance with this schedule and Chapter 72. The record shall include a description of the vehicle, its license number, the date and time of its removal, where it was removed from, its location, the name and address of its owner and last operator, if known, its final disposition, and the parking violation involved.
(5) The areas in the town subject to this three hour restriction shall be as follows:

(B) It shall be unlawful to park any vehicle for a longer period than two hours between 7:00 a.m. and 6:00 p.m. within the following areas, except for the following days: Saturdays, Sundays, New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Veterans’ Day, Thanksgiving Day, and Christmas Day, except as provided in division (C) below and in Chapter 72.

(2) It shall be unlawful to park on any yellow painted curb lines at all intersections, 20 feet from crosswalks, and 30 feet from the opposing street at any intersection marked by a stop sign.
(D) Parking fines.
(1) Any person, firm or entity violating these provisions pertaining to parking shall be fined $25 for each separate violation.
(2) Notwithstanding division (D)(1) regarding fines, the Clerk-Treasurer, or his or her duly appointed deputy shall have the ability to void any tickets for violation of these provisions when said violation is the result of the offender being a witness in a proceeding before the County Superior or Circuit Courts, said offender being a party in a court proceeding before the County Superior or Circuit Courts, or said offender having been called for jury duty by the County Superior or Circuit Courts.
(3) Any person, firm, or entity violating any of these provisions who shall not settle or compromise the claim against him, her, or them for such violation within the above described periods of time shall be issued a traffic violation ticket or information against such offender through the court of proper jurisdiction, and any person, firm or entity who shall be convicted of violation of these provisions shall be fined up to the sum of $100.
