There are hereby established for the use of and the service rendered by the waterworks system of the town, the following rates and charges based on the use of water supply of the waterworks systems:
(A) Metered users.

(B) Tapping fees.
(1) Each user, at the time of connection with the waterworks system, shall pay a charge to cover the cost of tapping the main, furnishing and laying water line, corporation stop cocks, service and meter box, and installing the meter.
(2) The charge for a water tap 5/8- or 3/4-inch connection shall be $981. If boring under the street is required an additional minimum of $400 will be charged.
(C) Delinquent accounts. All bills for water not paid prior to the due date, as stated in the bill, shall be subject to a one-time rate payment charge of 10% of the bill for that month, for the first $3 thereof, and an additional charge of 3% for all charges over the first $3 of the bill for that month. All costs of collection, including attorney's fees shall be reimbursed to the town by those responsible for any delinquent account.
(D) Customer deposits.
(1) Each customer, at the time an account is established with the waterworks system, shall pay a customer deposit of $100. Commercial or industrial users shall pay as a customer deposit an estimated average of two month’s water usage.
(2) Upon the closing of a customer account, whether for non-payment or otherwise, a deposit shall be first applied to any delinquent bill and thereafter any funds remaining shall be refunded to the customer.
(E) Service charges.
(1) The following service charges shall be established for miscellaneous services provided by the Water and Sewer Department of the town.
(2) All service calls requested by a property owner, renter, or plumber and/or contractor, shall be charged a minimum of $25 for the following during normal hours: 8:00 a.m. to 3:30 p.m. Monday through Friday, and $37.50 per hour minimum at all other times:
(a) Locating and/or cleaning of curb box;
(b) Locating of mains or sewer on private property;
(c) Water turn off and/or on; or
(d) Investigating leaks, high usage, noisy meter, and all other related complaints determined to be not arising from the meter itself, or as determined by the town to have not risen from the town’s infrastructure.
(3) Waiver of service charges. The town may waive service charges in appropriate cases where it is determined that the incident giving rise to the service call arises out of a problem with the town's infrastructure.
(F) Absence from state, three months or more.
(1) If a rate payer is absent from the state for more than three continuous months, then for the entire period that the rate payer is absent, the penalty for late payment of the rate payer’s water bill shall be waived provided the conditions of this division are met.
(2) The late payment shall be waived upon the completion of an affidavit signed under oath by the rate payer stating under the penalties for perjury that the rate payer has been outside the state for a continuous period of more than three months and provided that the water usage for all months in which the rate payer maintains he or she has been absent was less than 1,000 gallons per month.
(3) Finally, the penalties will be waived only if all bills are paid in full within 30 days of the rate payer’s return to the state.

(G) Temporary users. Water furnished to temporary users, such as contractors, circuses, and the like, shall be charged on the basis of the metered gallon rates established in this section as estimated and established by the Waterworks Superintendent. (`76 Code, § 12-28) (Ord. 255, passed 1-7-64)
