(A) The town now and hereby establishes responsibility of the town and the property owner regarding ownership of water service lines and sewer service lines and the maintenance and repair of water service lines and sewer service lines, and hereby establishes service charges for miscellaneous services provided by the Water Department and the Sewer Department of the town.
(B) Ownership of a water service line or sewer service line will be the property of the property owner in its entirety from the town water main or the town sewer main to the building or house serviced by the water service line or sewer service line.
