§ 32.11 CONDUCT OF MEETINGS.
   (A)   The Chief will call the meeting to order at the time specified. If one-half of the members are present they will proceed to business.
   (B)   In case of the absence of the Chief, the next ranking officer or senior member of the Department may preside at the meeting, upon request of the members.
   (C)   The Chair will state no question unless seconded, nor will the same be acted upon unless stated by the presiding officer.
   (D)   Every member will be recognized by the presiding officer, will avoid all personal, indecorous language, and will refrain from casting any negative reflection on the Fire Department or its members.
   (E)   In speaking on points of order, the Chairperson will have precedence, but cannot speak on any other subject, except to state facts within the Chairperson’s knowledge.
   (F)   The Chairperson will be entitled to cast a vote only in the case of a tie.
   (G)   Voting by the Fire Department will be by a show of hands unless a written ballot is requested.
