§ 30.34 MEETINGS GENERALLY.
   (A)   Reconsideration of questions. After the decision of any question, matter, resolution, or ordinance, it shall be in order for a member voting in the majority to move for a reconsideration of said item at the same time or at the next regular meeting. If the motion is defeated, said item shall not be renewed or re-presented without the unanimous consent of the Town Council for a period of 12 months from the date of the decision.
   (B)   Temporary absence from meeting. No member shall absent himself or herself from any meeting for a period of more than ten minutes without the consent of the presiding officer thereof.
   (C)   Drafting of proposals and approval as to form.  
      (1)   The Town Attorney, upon the request of any member of the Council, a department head, the Clerk-Treasurer, or other person authorized by law to initiate an ordinance or resolution shall draft any suggested ordinance or resolution and cause the suggested ordinance or resolution to be placed in proper form for consideration by the Town Council.
      (2)   In the event that a resolution or ordinance is submitted to the Town Council, and the same is not drafted by the Town Attorney, a copy of the proposed resolution or ordinance shall be provided to the Town Attorney sufficiently in advance so as to give adequate time for the Attorney to review and comment upon the proposed resolution or ordinance. If the Town Attorney refuses to approve a proposed resolution or ordinance, the Town Attorney shall so advise the Council of the reasons therefor.
