(A) Speakers must provide their name and address for the record.
(B) Special interest groups should select a representative to conserve time and avoid repetition. However, no one will be denied the privilege of speaking.
(C) A five minute time limit shall be imposed upon all speakers.
(D) All questions directed to members of the Council must be addressed through the presiding officer thereof.
(E) All speakers must address the Council as a body, and not individually.
(F) Personal, impertinent, or slanderous remarks, and applauding are not permitted.
