§ 30.30 AGENDA.
   (A)   An individual or group may make a presentation or speak to the Town Council only upon the following conditions:
      (1)   When they have properly and timely requested to be placed on the agenda, and all applicable costs and fees have been paid in full.
      (2)   During the course of public hearings.
      (3)   If the Council calls for comments on an issue, and the individual or group is recognized by the Council President.
   (B)   (1)   Any person and/or group who desires to have a matter considered by the Town Council shall do so by contacting the Town Clerk-Treasurer, and requesting to be placed upon the agenda of the next Town Council meeting no later than Wednesday noon preceding the Council meeting.
      (2)   In order to be placed upon the agenda, a person or group requesting to speak to the Town Council shall provide the name and address of the interested parties seeking to present information to the Town Council, the subject matter of their request and any proposed supporting materials or documents which they intend to offer to the Town Council for consideration at the Town Council meeting.
   (C)   Notwithstanding the above, no person or group shall be entitled to have an item placed upon the agenda for final consideration by the Town Council unless all costs, fees, and expenses, including but not limited to publication costs incurred by the town or any board or commission thereof, have been paid in full.
