The provisions of this chapter shall apply to the activities of all sexually oriented businesses and sexually oriented business employees described herein, whether such businesses or activities were established or commenced before, on, or after the effective date of this chapter. All existing sexually oriented businesses and sexually oriented business employees are hereby granted a de facto temporary license to continue operation or employment for a period of 90 days following the effective date of this chapter. Within said 90 days, all sexually oriented businesses and sexually oriented business employees must make application for a license pursuant to this chapter. Within said 90 days, sexually oriented businesses must make any necessary changes to the interior configurations of the regulated business premises to conform to this chapter.
