No animal afflicted with a contagious or infectious disease shall be allowed to run at-large, or be exposed in any public place within the town, whereby the health of man or animal may be affected; nor shall a diseased animal be shipped or removed from the premises of the owner thereof, except under the supervision of the Chief of the Police Department, or for the purposes of transporting directly to obtain veterinary assistance.
