§ 93.02 ANIMALS AT-LARGE.
   (A)   It shall be unlawful to permit any animal of any kind to run at-large within the town.
   (B)   Any person who owns, harbors or keeps a dog or cat and permits it to run at-large through the town shall be fined as follows:
      (1)   For the first offense, there shall be no fine payable by the offending party;
      (2)   For the second offense, there shall be a $25 fine, provided the person, firm or entity settles or compromises the claim against them by admission to the Ordinance Violation Bureau within 30 days of the time of said alleged offense was committed.
      (3)   For the third and all subsequent offenses, there shall be a fine not to exceed $100, provided the person, firm or entity settles or compromises the claim against them by admission to the Ordinance Violation Bureau within 30 days of the time of said alleged offense was committed.
