All material removed from an excavation shall be immediately removed from the site if it is not to be reused as fill, and material to be reused as fill shall be laid in a neat pile adjacent and parallel to the excavation, extending not more than eight feet to the street from the curb without scattering. All openings must be maintained by the person licensed to make the opening, and proper barricades and danger lights shall be maintained by this person until the excavation has been restored.
