(A) In an effort to ensure a productive and harmonious work environment, persons not employed by the town may not solicit or distribute literature in the workplace at any time for any purpose.
(B) The town recognizes that employees may have interests in events and organizations outside the workplace. However, employees may not solicit or distribute literature concerning these activities during working time. Working time does not include lunch periods, work breaks, or any other periods in which employees are not engaged in performing his or her works tasks.
(C) In addition, the posting of written solicitations on town-owned bulletin boards is prohibited. Bulletin boards are reserved for official town communications on such items as:
(1) Employee announcements.
(2) Internal memoranda.
(3) Job openings.
(4) Town announcements.
(5) Payday notice.
(6) Workers’ compensation insurance information.
(D) If an employee has a message of interest to the workplace, they may submit it to his or her department head, or the Town Manager for approval. All approved messages will be posted by an employee specifically designated by the town. Nothing in this policy shall be interpreted to prohibit or otherwise restrict concerted activities by employees that are protected by law.
