(A) A person may not stop, stand, or park a vehicle except when necessary to avoid conflict with other traffic or to avoid conflict with the directions of a police officer or traffic-control device in a place where stopping, standing, or parking is prohibited or restricted as provided under I.C. Title 9. This shall include, but is not limited to, those places where stopping, standing, or parking a vehicle is prohibited as contained in I.C. 9-21-16-5, I.C. 9-21-16-7, or any successor statute thereto.
(B) A person shall comply with all posted instructions with regard to stopping, standing or parking of vehicles and shall obey and comply with all traffic-control devices.
(C) Whenever an officer has a vehicle removed from a street as authorized in this section and the officer knows or is able to ascertain the name and address of the owner thereof, the officer shall immediately give or cause to be given notice in writing to the owner of the fact of the removal and the reasons therefore and of the place to which the vehicle has been removed. In the event any vehicle is stored in a public garage, a copy of the notice shall be given to the proprietor of the garage.
(D) It shall be the duty of the Police Department to keep a record of each vehicle removed in accordance with this section. The record shall include a description of the vehicle, its license number, the date and time of its removal, where it was removed from, its location, the name and address of its owner and last operator, if known, its final disposition, and the parking violation involved.
(E) Any person, firm or entity violating this section shall be subject to the fines provided by law.
