5100.1: PURPOSE:
The purpose of this chapter is to minimize potential losses due to periodic flooding including loss of life, loss of property, health and safety hazards, disruption of commerce and governmental services, extraordinary public expenditures for flood protection and relief, and impairment of the tax base, all of which adversely affect the public health, safety and general welfare; and to establish eligibility in the national flood insurance program, and in order to do so, must meet the requirements of 44 CFR part 60.3(a). The legislature of the state of Minnesota has in Minnesota statutes chapters 103F and 462 delegated the responsibility to local government units to adopt regulations designed to minimize flood losses; and in order to determine which developments would increase the flood hazard or be damaged by flooding, does ordain the following measures within the jurisdictional limits of this community.
