This title is adopted for the following purposes:
A. To encourage well planned, efficient and attractive subdivisions by establishing adequate and impartial standards for design and construction;
B. To provide for the health and safety of residents by requiring properly designed streets and adequate sewer and water service;
C. To place the cost of improvements against those benefiting from their construction;
D. To secure the rights of the public with respect to public lands and waters; and
E. To set the minimum requirements necessary to protect the public health, safety, comfort, convenience and general welfare. (Amended Ord. 1988-8, 9-8-1988)
