A. Officials Designated; Conduct Of Inspections: The compliance official shall administer and enforce the provisions of this chapter and is hereby authorized to cause inspections on a scheduled basis for rental dwelling units and other buildings when reason exists to believe that a violation of this chapter has been or is being committed. Inspections will be performed at a minimum of every two (2) years. Inspections will also be performed as required by subsection 10-4-10H of this chapter. Inspections shall be conducted during reasonable daylight hours, and the compliance official shall present evidence of official capacity to the occupant in charge of a respective dwelling unit. B. Access Restrictions: Any owner, occupant, or other person in charge of a building may refuse to permit free access and entry to the structure or premises under his control for inspection pursuant to this chapter, whereupon the compliance official may seek a court order authorizing such inspection.
