The limits referred to in sections 82/105(a) and 77/106(b) of the international fire code restricting the storage of liquefied petroleum gases and the storage of explosives and blasting agents, respectively, together with the limits for the storage of flammable or combustible liquids in outside aboveground tanks are hereby established as being the entire area lying within the city unless a special permit is issued by the city.
