9-6-4: DISCHARGE REQUIREMENTS:
   A.   Discharge Line Required:
      1.   Dwellings and other buildings and structures which require a sump pump system to discharge excess water shall have a permanently installed discharge line which shall not at any time discharge water into the sanitary sewer system except as provided herein. A permanent installation shall be one which provides for year round discharge capability to either the outside of the dwelling, building or structure, or is connected to the city storm sewer system or discharges to the street. It shall consist of a rigid discharge line without valving or quick connections for altering the path of discharge and shall include a check valve if connected to the city storm sewer line.
      2.   A sump pump and rigid pipe discharge connection to the outside shall be required on all new construction within the city where a groundwater drainage system is part of the construction plans.
   B.   Conveyance Of Sump Pump Discharge Waters: No residence shall be issued an occupancy permit without first having installed a discharge pipe from the sump pump discharge point at the exterior of the structure to a drain tile located in a utility easement located on the property or, if a stormwater pond or wetland is located on the property, to an at grade discharge point located no closer than ten feet (10') to such pond or wetland, provided the ground is contoured such that the sump pump waters are conveyed directly overland to the pond or wetland. Such discharge pipe shall be installed at least twelve inches (12") belowground; except, that such discharge pipe may be less than twelve inches (12") belowground where necessary in order for such pipe to discharge at grade.
