A. Generally: The planning commission shall be the planning agency and shall have the powers and duties given such agencies generally by Minnesota statutes sections 462.351 through 462.364 and any amendments thereto. It shall also exercise the duties conferred upon it by this chapter.
B. Zoning Ordinances; Public Hearings: No zoning ordinances or amendments thereto shall be adopted by the council until a public hearing has been held thereon by the planning commission or the council upon notice as provided in Minnesota statutes section 462.357, subdivision 3.
