9-2-9: WATER SHORTAGES; SPRINKLING BAN:
   A.   Authority: In case of emergency or water supply shortage, as determined by the joint powers water board, the city council may, by resolution, limit the times and hours during which water may be used for sprinkling, irrigation, car washing, air conditioning, or other specified uses.
   B.   Days And Hours For Sprinkling; Exemptions: The city council may prohibit lawn and garden watering between the hours of ten o'clock (10:00) A.M. and seven o'clock (7:00) P.M. and/or may require residents whose addresses end in even numbers to water on even number days and residents whose addresses end in odd numbers to water on odd number days. New sod and/or seeding is exempt from these restrictions during the first sixty (60) days of growth.
   C.   Compliance Required: The city council shall require compliance with any or all of these restrictions, or any modification of, or addition to, the restrictions contained herein; and whatever is deemed necessary by the joint powers water board and when directed to do so by the board.
   D.   Misdemeanor Violation: After publication of the resolution or two (2) days after mailing of the resolution to each customer, conviction of a violation shall be a misdemeanor as defined in the Minnesota statutes, punishable as provided in section 1-4-1 of this code. Each day will be considered a separate violation.
   E.   Third Violation; Water Shutoff; Fees: The joint powers water board may shut off water at the street following the third violation until such time as the property owner complies with the restrictions. Turn on fees as established by resolution of the city council will be added to the penalties. (Ord. 1996-12, 4-1-1996; amd. 2005 Code)
