Except as provided in this section, no person shall operate or knowingly permit the operation of an all-terrain vehicle upon any street or highway within the city, including any portion of the right of way. Nothing in this section shall be interpreted to prohibit the operation of an all-terrain vehicle on the outside slope of a trunk, county state aid, or county highway within the city. (Ord., 1988)
