Every vehicle parked upon any street with a curb, shall be parked parallel to the curb and with the right hand wheels of such vehicle within twelve inches (12") of the curb. On other streets, a vehicle shall be parked to the right of the main traveled portion thereof and parallel thereto, and in such a manner as not to interfere with the free flow of traffic. This shall not apply, however, to any vehicle disabled upon any street, but such vehicle shall be moved to a place of safety, and if such movement is not made, may be impounded in accordance with applicable law or ordinance 1 .
