There shall be no gambling in the City except in accordance with the provisions of this section and the provisions of Minnesota Statutes ch. 349 and rules adopted pursuant thereto. No organization may conduct lawful gambling in the City unless such organization is in full compliance with the licensing and permitting requirements of Minnesota Statute ch. 349.
