The City of Albemarle shall have and may exercise all of the powers, duties, rights, privileges and immunities, which are now, or hereafter may be, conferred, either expressly or by implication, upon the City of Albemarle specifically, or upon municipal corporations generally, by this Charter, by the State Constitution, or by general or local law.
