§ 76.04 RIDING ON BICYCLES.
   A person propelling a bicycle shall not ride other than astride a permanent and regular seat attached thereto. No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped. It shall be unlawful for the operator of a bicycle, when on any street, to carry any person on the handlebars or frame of the bicycle; and it shall be unlawful for any person to ride on any bicycle in this manner. A violation of this section is punishable as a misdemeanor.
