It shall be unlawful for any pawnbroker to, directly or indirectly, knowingly buy or receive in pawn any article from any minor, without the written consent of the parent or guardian of the minor. The written consent shall be carefully preserved by the pawnbroker as evidence of his right to buy or receive in pawn the article from the minor. The written consent shall be subject to inspection by the police or other lawful officers of the city.
