Whenever a public hearing is required by this chapter and related cable television ordinances, the public hearing must be advertised in a newspaper with general circulation within the city at least ten calendar days before the hearing, the hearing shall be open to the public and provide for public comment and any reliable, relevant evidence that is not unduly repetitive shall be admissible.
