Approval of New Poles. No poles shall be erected by the grantee without prior approval of the state or city with regard to location, height, types and any other pertinent aspect. However, no locating of any pole of the grantee shall give rise to a vested interest and such poles shall be removed or modified by the grantee at its own expense whenever the state or city reasonably determines that the public convenience would be enhanced thereby. If the county compensates any utility for such changes, the county shall also compensate the grantee.
