The franchise shall specify the construction schedule. In any event, in the case of any construction of a new system, grantee shall commence construction and installation of the Cable Television System within 90 days after obtaining all necessary permits and authorization which are required in the conduct of its business, including but not limited to, any utility joint use attachment agreements. Within one year after obtaining all necessary permits and authorization, grantee shall proceed to render services to subscribers in at least 40 percent of the franchise area, and the completion of the system shall be pursued with reasonable diligence thereafter with extension of service to the remaining franchise area within the next succeeding year.
