Unless otherwise limited by the franchise agreement, the franchise area shall include the present corporate limits of the City of Albemarle and any area henceforth added thereto during the term of the franchise or any extension thereof, including territory annexed pursuant to satellite annexation authority. Neither the franchise agreement nor this chapter shall affect the rights of any other cable television operator holding a governmental franchise in an annexed area nor does the city guarantee that no such franchise operators shall exist in such annexed areas.
