§ 21.035 DUTIES AND RESPONSIBILITIES.
   (A)   It shall be the responsibility of the Tree Commission to study, investigate, advise, formulate, update annually, and administer a written plan for the care, preservation, pruning, planting, replanting, removal, or disposition of trees and shrubs in parks, along streets and in other public areas. The master street plan shall specify the priorities, standards, and species for tree planting within street rights-of-way and other city property. All tree planting, maintenance and removal is to be in accordance with the master street tree plan. Such plan will be presented annually to the City Council and, upon its acceptance and approval, shall constitute the official comprehensive master street tree plan for the city. In formulating the master street tree plan, the Tree Commission will conduct a tree survey of existing trees along streets and on city property within the city. Consideration shall be given to the existing and future utility and environmental factors in recommending a specific species for each of the streets and other city property.
   (B)   The Tree Commission shall be responsible for formulating an official street tree species list and landscaping shrub species list.
   (C)   When requested by the City Council, the Tree Commission shall consider, investigate, make findings, report, and recommend upon any special matter of question coming within the scope of its work.
   (D)   The Tree Commission shall foster communication among the citizens of the city that would provide the needed protection of trees within the city.
