(A) The billing unit shall be the amount to be charged per year for the specified service of 52 regular weekly pickups.
(B) For the first contract year, the number of units in the town upon which the compensation to the contractor shall be computed is arbitrarily set at 950. For the second and subsequent years, the number of dwelling units which shall be used as the basis upon which the compensation shall be computed shall be the foregoing figure of 950 to which there shall be added a figure equal to the number of units constructed or otherwise created within the limits of the town for the 12 month period immediately preceding November 1 of the year immediately prior to the contract year for which the computation is made, as shown by the official residential building permit records in the Albany Municipal Office.
(C) For the computation of dwelling units in apartment buildings for the year 1977 and thereafter, one apartment unit will be equal to one dwelling unit. Figures for these computations stall be taken from the building permits issued for apartments in the town for the 12 months immediately preceding November 1 of the year immediately prior to the contract year for which the computation is being made. These building permits shall only apply to buildings erected within the town limits.
(D) Should any territory be annexed to the town, a figure equal to the actual number of dwelling units therein, on the basis of a physical count thereof jointly made or caused to be made by the contractor and the town, shall be added to the above figure as of and effective upon the effective date that such annexation is complete and final as prescribed in the applicable statute of the state on annexation, and the compensation shall be forthwith increased accordingly. Should any territory be annexed after bid closing date and prior to starting of the contract herein, the dwelling units shall be added to the first year’s compensation. For the computation of dwelling units in apartment buildings for the year 1977 and thereafter, and any territory to be annexed to the town, this shall be done on the basis of one apartment unit being equal to one dwelling unit.
