The Town Marshal, or any of the officers of the Albany Police Department, or any other individual so designated by the Albany Town Council, shall be authorized to visit, enter into or upon any building, lot, grounds, or premises within the corporate boundaries of the town for the purpose of ascertaining and discovering any nuisances or to investigate any complaint filed, and to make examination thereof.
