The Albany Plan Commission shall consist of seven members, all of whom shall serve without pay. The Town Council shall appoint three persons in the town government as members. The President of the Town Council shall appoint four citizen members, not more than two of whom shall be members of the same political party. The citizen members shall be qualified by knowledge and experience in matters pertaining to the development of the town and shall hold no other office in the town government and shall be residents of the town. The Plan Commission shall elect from among its members a President and Vice-President.
