No member of the Plan Commission shall participate in the hearing or decision of the Commission upon any zoning matter, other than the preparation and enactment of an overall or comprehensive plan, in which he or she is interested in a financial sense. In the event of such disqualification, the fact shall be entered in the records of the Commission and the remaining members of the Commission shall choose an elector to act as a member of the Commission in the hearing and determination of the particular matter in which the disqualification occurs.
