The Council divides the town into the following districts for the purpose of conducting elections of town officers. The following boundaries shall be used for District One through District Three. Districts Four and Five shall be at large.
(A) District One. All of the area north of Highway 28 between the west boundary of town and the area west of the center of Water Street, including a portion in Niles Township. (753 residents)
(B) District Two. All of the area north of Highway 28 between the area east of the center of Water Street and the area west of Albany Heights. (664 residents)
(C) District Three. All of the area south of Highway 28 between the east and west boundaries of town and Albany Heights, including a portion in Niles Township and Randolph County. (844 residents)
(D) District Four. One member shall be selected at large, from any residence within the town.
(E) District Five. One member shall be selected at large, from any residence within the town.
