§ 91.25 DEFINITIONS.
   For purposes of this subchapter the following definitions shall apply.
   AT LARGE. Off the premises of the owner and not under the control of the owner or a member of his or her immediate family either by leash, cord, chain or under the reasonable control of some competent person.
