(A) Level three prohibitions shall preclude the use of water as announced under any proceeding level to restriction(s). Additionally, users shall be subjected to additional prohibitions which will be determined by the town as needs and conditions dictate but shall not include water rationing.
(B) Unless an emergency exists, the town shall call a special meeting prior to the town adopting a level three water conservation condition. In the event that an emergency exists or it is impractical to call a special meeting, the town may declare a level three water condition but shall convene the special meetings as soon thereafter as possible.
