§ 54.04 CONSERVATION LEVELS.

   In order to implement a water conservation program appropriate to the needs of the municipal water utility and its users, the following levels of conservation are established:

   (A)   Level one: voluntary conservation;

   (B)   Level two: restricted water use;

   (C)   Level three: prohibited water use; and

   (D)   Lever four: water rationing.
