§ 52.03 BILLING RATES; INSPECTION/CONNECTION FEES.
   (A)   For the use of and the service rendered by storm water system, rates and charges shall be collected from the owners of each and every lot, parcel of real estate or building that is connected with the town storm water system or otherwise discharges liquids, either directly or indirectly, into the storm water system of the town. Such rate and charges include user charges, debt service costs, excessive strength surcharges and other service charges, which rates and charges shall be payable as hereinafter provided and shall be in an amount determinable as follows:
      (1)   The storm water rates and charges shall be based on the quantity of water discharged on or in the property or premises subject to such rates and charges, as calculated by the town.
      (2)   For the purpose of billing and collecting the charges for storm water service, the usage schedule on which the amount of the rates and charges shall be determined is as follows:
Residential users (Class 1)
   Base rate as follows:
   Monthly minimum charge for each ERU: $10.64
Non-residential users (Class 2)
Multi-family residential/mobile home park users (Class 2.1)
Base rate as follows:
   $.0038 per sq. ft. of impervious material
   Minimum charge $10.64
Commercial users (Class 2.2)
   Base rate as follows:
   $.0038 per sq. ft. of impervious material
   Minimum charge $ 10.64
Governmental/institutional users (Class 2.3)
Base rate as follows:
   $.0038 per sq. ft. of impervious material
   Minimum charge $ 10.64
Industrial users (Class 2.4)
   Base rate as follows:
$.0038 per sq. ft. of impervious material
Minimum charge $10.64
All other non-residential users (Class 2.5)
Base rate as follows:
   $.0038 per sq. ft. of impervious material
Minimum charge $10.64
   (B)   Inspection and connection fees.
      (1)   The inspection fee shall be $5 for a final inspection of any and all connections to the storm water system.
      (2)   The connection fee for any and all connections prior to the initial connection period shall be at no charge to the user.
      (3)   The connection fee for any and all connections after the initial connection period shall be assessed a fee of $100 for each connection.
   (C)   For service rendered to the town, the town shall be subject to the same rates and charges herein above provided.
   (D)   All non-residential users shall be assessed the current monthly charge in the event that the actual square footage of impervious material is less than 2,800 square feet. In the event that the actual quantity of the square footage of the impervious material exceeds 2,800 square feet, then the user shall pay the rates as set forth in divisions (A) and (E). In the event that the fees are less than the current monthly charge, then the user shall pay the current monthly charge.
    (E)   Each non-residential user shall be assessed a credit of two-thirds the charge for each square foot of gravel impervious area.
   (F)   Any new residential or non-residential structure that is built which adds additional square footage to the structure and the total amount of the square footage, after the structure is built, exceeds the sum of 2,800 square feet then user shall pay the current monthly charge and an extra charge as set forth in division (A) for non-residential users. This extra charge also applies to residential users.
