(A) Every person whose premises are served by the storm water system shall be charged for services provided. These charges are established for each user class, as defined, in order that the storm water system shall recover, from each user and user class, revenue which is proportional to its use of the treatment works in terms of volume and load. User charges are levied to defray the cost of operation and maintenance (including replacement) of the treatment works. User charges shall be uniform in magnitude within a user class.
(B) User charges are subject to the rules and regulations adopted by federal and state agencies. Replacement costs, which are recovered through the system of user charges, shall be based upon the expected service life of the storm water system appurtenances.
(C) The various classes of users of the treatment works for the purposes of this chapter, shall be as follows:
(1) Class 1 - Residential;
(2) Class 2 - Non-residential;
(3) Class 2.1 - Multi-family residential/mobile home park;
(4) Class 2.2 - Commercial;
(5) Class 2.3 - Governmental/institutional;
(6) Class 2.4 - Industrial; and
(7) Class 2.5 - All other non-residential users.
