When, in the opinion of the Village President and at least two other members of the Village Council, there is actual and immediate danger to the public or occupants of a particular premises caused by a nuisance on such premises, the village may without notice or hearing, order the premises vacated, post warnings on the premises of the dangerous conditions, and abate the nuisance; preparing a statement of costs incurred which shall be billed to the parties concerned and recoverable in a suit at law in any court with jurisdiction.
