§ 70.21 LOCATION; ADMINISTRATION.
   The Village Marshal shall, subject to the approval of the Village Council, establish a convenient location for the Parking Violations Bureau, appoint qualified village employees to administer the Bureau, and adopt rules and regulations for operation thereof.
