§ 153.076 STREETS AND UTILITIES.
   Street and utility improvements shall be provided by the proprietor in accordance with the standards and requirements established in this section and/or any other such standards and requirements which may from time to time be established by the village.
   (A)   Street pavement width standards.

   (B)   Street cross-section standards.
      (1)   Major thoroughfares. Cross-sections in accordance in conformance with the specifications of the County Road Commission.
      (2)   Local streets. To be determined.
      (3)   Minor streets. Sixty-foot right-of-way. A four-foot concrete sidewalk located one foot from the property line on each side of the roadway shall be provided.
      (4)   Marginal access streets. Thirty-four-foot right-of-way. A four-foot concrete sidewalk located one foot from the property line on the private property side of the roadway shall be provided.
   (C)   Pavement design and placement.
      (1)   For minor streets, the section design shall be with concrete curb and gutter with an eight-inch 22A base and two and one-half inch asphalt.
      (2)   The final wearing course for street(s) will be installed one year from the acceptance of the base course by the village. Funds for the final wearing course shall be in the form of a letter of credit or be deposited in an escrow account to cover the improvement.
   (D)   Grading and centerline gradients. Per plans and profiles approved by the village.
   (E)   Street grades. For adequate drainage, the minimum street grade shall not be less than 0.4%. The maximum street grade shall be 6%.
   (F)   Alignment.
      (1)   Vertical curves shall be adequate to provide the minimum vertical visibility as required under division (F)(3) below for major thoroughfares, local streets, and minor streets.
      (2)   Minimum horizontal curbs - the radii of centerline curvature:
         (a)   Major thoroughfare: 475-foot radius;
         (b)   Secondary streets: 300-foot radius; and
         (c)   A minimum 50-foot tangent shall be introduced between reverse curves on minor streets, 100 feet on secondary streets, and 300 feet on major thoroughfares.
      (3)   Visibility requirements are as follows.
         (a)   Minimum vertical visibility (measured from four and one-half foot eye level to 18 inch tail light) shall be: 500 feet on major thoroughfares; 300 feet on local thoroughfares; 200 feet on minor streets; and 100 feet on minor streets less than 500 feet in length.
         (b)   Minimum horizontal visibility shall be: 300 feet on major thoroughfares, measured on centerline; 200 feet on secondary streets, measured on centerline; and 100 feet on minor streets, measured on centerline.
      (4)   Streets shall be laid out so as to intersect as nearly as possible to 90 degrees.
      (5)   Street jogs with centerline offsets of less than 125 feet shall be avoided.
      (6)   Curved streets intersecting with major thoroughfares or secondary streets shall do so with a tangent section of centerline 50 feet in length measured from the right-of-way line of the major thoroughfare or secondary street.
   (G)   Storm drainage system.
      (1)   Together with other drainage improvements per plans approved by the Village Council.
      (2)   Storm sewers shall not be less than 12 inch diameter and laid at such a grade that the flow will exceed two and one-half feet per second when flowing full. Design criteria shall be based on a five-year storm rate. Generally, all storm sewers shall be located 12 feet north or west of the property line.
      (3)   Stormwater shall run no more than 500 feet before being picked up by a catch basin. If stormwater is carried around an intersection radius, limit of pickup shall be 300 feet if grade is 0.60% or less; if greater than 0.60%, intercepting basins shall be installed.
      (4)   Adequate provision shall be made for proper drainage of stormwater run-off from residential rear yards. Unless each yard is drained from rear to front, there shall be one rear yard catch basin every 240 feet or less along the rear easement line. Rear yards shall slope at a minimum grade of 0.5% to the proper stormwater catch basin. Rear yard catch basins shall be connected to the stormwater system with a pipe of not less than six-inch diameter with slip seal joints or equal.
      (5)   Where county drains are involved, a letter or document of approval from the County Road Commissioner must be submitted by the proprietor.
   (H)   Sewage disposal.
      (1)   The sewage system shall be located within street rights-of-way per plans approved by the City Engineer. Sanitary sewers shall be of not less than eight-inch diameter and tested in accordance with ASTM procedure. Exfiltration tests shall not exceed 750 gallons per inch diameter per mile per day. All sanitary sewers shall be laid at a grade to exceed a flow of two feet per second when flowing full. Minimum sanitary sewer depth in all new work shall be seven and one-half feet below the center of the closest road. Generally, all sanitary sewers shall be located on the centerline on minor streets.
      (2)   All house leads shall be a minimum of four-inch diameter class C13 to the property line.
      (3)   All leads in new subdivisions shall be constructed to the property line before the streets are built.
      (4)   Minimum depth of leads at property line shall be seven feet. In cases where the lead is not brought to the property line and the sewer is more than ten feet in depth, risers with stoppers shall be installed to a point seven and one-half feet below centerline street grade.
      (5)   House leads shall be constructed of vitrified or cast iron pipe with premium joints or cast iron pipe and tested before acceptance against exfiltration by ASTM methods. Roof drains shall not be connected to sanitary sewers and the drains around buildings shall not be connected to sanitary sewers if groundwater is present.
   (I)   Trees.
      (1)   Existing trees near street rights-of-way shall be preserved by the proprietor.
      (2)   Street trees shall be provided: at least one per lot or not more than one tree for each 50 feet placed between the sidewalk and curb or between the curb and the property line where no sidewalks are provided.
      (3)   The following species of trees shall be permitted:
         (a)   Norway Maple;
         (b)   To be selected by the village;
         (c)   Pin Oak;
         (d)   Honey Locust;
         (e)   To be selected by the village;
         (f)   Sugar Maple;
         (g)   Little Leaf Linden;
         (h)   Modesto Ash;
         (I)   Locust Moraine Locust;
         (j)   Hop Horn Beam;
         (k)   Paul Scarlet Hawthorn; and/or
         (l)   Such other species as may be approved by the village.
   (J)   Requirements for underground wiring. The proprietor shall make arrangements for all distribution lines for telephone and electric service and cable television to be placed underground entirely throughout a subdivided area, and such conduits or cables shall be placed within private easements provided to such service companies by the developer. All telephone and electrical facilities shall be constructed in accordance with standards of constriction approved by the State Public Service Commission. All drainage and underground utility installations which traverse privately-owned property shall be protected by easements granted by the proprietor.
   (K)   Partitioning of land in existing recorded plats. All requests for partitioning of land in existing recorded plats shall be made in accordance with Chapter 154 of this code of ordinances.
   (L)   Partitioning of land not subdivided. All requests for partitioning of land not subdivided shall be made in accordance with Chapter 154.
