§ 153.003 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning. Singular words shall include the plural, and masculine words shall include the feminine and neuter.
   ALLEY. A dedicated public way affording a secondary means of access to abutting property and not intended for general traffic circulation.
   BLOCK. Property abutting one side of a street and lying between the two nearest intersecting streets or between the nearest such street and railroad right-of-way, unsubdivided acreage, river, or live stream, or between any of the foregoing and any other barrier to the continuity of the development.
   CLERK. The Clerk of the village.
   COMMISSION or PLANNING COMMISSION. The Village Planning Commission also referred to as PLANNING AND ZONING BOARD.
   CONDOMINIUM ACT. Public Act 59 of 1978, being M.C.L.A. §§ 559.101 through 559.272, as amended.
   CONDOMINIUM SUBDIVISION (SITE CONDOMINIUM). Shall be equivalent to the term “subdivision” as used in the Zoning Ordinance and this chapter.
   CONDOMINIUM SUBDIVISION PLAN. The site, survey, and utility plans; floor plans; and sections, as appropriate, showing the existing and proposed structures and improvements including the location thereof on the land.
   CONDOMINIUM UNIT. The portion of the condominium project designed and intended for separate ownership and use, as described in the master deed.
   CONSOLIDATING MASTER DEED. The final amended master deed for contractible condominium project, an expandable condominium project, or a condominium project containing convertible, land, or convertible space, which final amended master land or convertible space, which final amended master deed fully describes the condominium project as completed.
   CONTRACTIBLE CONDOMINIUM. A condominium project from which any portion of the submitted land or buildings may be withdrawn pursuant to express provisions in the condominium documents and in accordance with this chapter and the Condominium Act.
   CONVERSION CONDOMINIUM. A condominium project containing condominium units some or all of which were occupied before the establishment of the condominium project.
   CONVERTIBLE AREA. A unit or a portion of the common elements of the condominium project referred to in the condominium documents within which additional condominium units or general or limited common elements may be created pursuant to express provision in the condominium documents and in accordance with this chapter and the Condominium Act.
   EASEMENT. A specific area of land over which a liberty, privilege, or advantage is granted by the owner to the public, a corporation, or some particular person or part of the public for specific uses and purposes, and which shall be designated a “public” or “private” EASEMENT, depending on the nature of the user.
   EXPANDABLE CONDOMINIUM. A condominium project to which additional land may be added pursuant to express provision in the condominium documents and in accordance with this chapter and the Condominium Act.
   GOVERNING BODY. The Village Council of the village.
   IMPROVEMENTS. Grading, street surfacing, curbs and gutters, sidewalks, crosswalks, water mains, fire hydrants, sanitary sewers, storm sewers, culverts, bridges, and other additions to the natural state of land which increases its value, utility, or habitability.
   LOT. A parcel of land separated from other parcels on a preliminary or recorded plat for the purpose of sale, lease, or separate use.
   LOT IN CONDOMINIUM SUBDIVISIONS. The same as home site and condominium unit.
   MAJOR STREETS OR THOROUGHFARE PLAN. The part of the Master Plan which sets forth the location, alignment, and dimensions of existing and proposed streets and thoroughfares.
   MASTER DEED. The condominium document recording the condominium project as approved by the village to which is attached as exhibits and incorporated by reference the approved bylaws for the project and the approved condominium subdivision plan for the project.
   MASTER PLAN. The Comprehensive Land Use Plan for the village, including graphic and written proposals indicating the general locations recommended for the streets, parks, schools, public buildings, zoning districts, and all physical developments of the municipality, including any unit or part of such plan separately adopted, and any amendment to such plan or parts thereof adopted by the Planning Board.
   MUNICIPAL ENGINEER or ENGINEER. The staff engineer or consulting engineer of the village.
   MUNICIPAL PLANNER or PLANNER. The staff planner or consulting planner or Village Planning and Zoning Board.
   MUNICIPALITY. The Village of Alanson.
   PARCEL or TRACT. A continuous area or acreage of land which can be described as provided for in the Subdivision Act.
   PERSON. Individual, partnership, firm, corporation, or association.
   PLAT. A map or chart of a subdivision of land.
      (1)   FINAL PLAT. A map of all or part of a subdivision providing substantial conformance to the preliminary plat of the Subdivision Control Act and this chapter and suitable for recording by the County Register of Deeds.
      (2)   PRELIMINARY PLAT. A map showing the salient features of a proposed subdivision submitted to an approving authority for purposes of preliminary consideration, prepared in conformance with the Subdivision Control Act.
   PROPRIETOR. A natural person, firm, association, partnership, corporation, or combination of any of them, which may hold any ownership interest in land, whether recorded or not.
   PUBLIC RESERVATION. A portion of a subdivision which is set aside for public use and made available for public use and acquisition.
   PUBLIC UTILITY. Any person, firm, or corporation, municipal department, board, or commission duly authorized to furnish, and furnishing under governmental regulations to the public: gas; steam; electricity; sewage disposal; communication; telegraph; transportation; or water.
   PUBLIC WALKWAY. A right-of-way dedicated for the purpose of a pedestrian access through residential areas, and located so as to connect to two or more streets, or a street and a public land, or designated as a public way in the common element of a condominium project.
   STREET. Any street, avenue, boulevard, road, lane, parkway, viaduct, alley, or other way which is an existing state, county, or municipal roadway; or a street or way shown in a plat heretofore approved pursuant to law or approved by official action; or a street or way on a plat duly filled and recorded in the office of the County Register of Deeds. A STREET includes the land between the street lines, whether improved or unimproved, and may comprise pavement, shoulders, gutters, sidewalks, parking areas, and lawns.
      (1)   BOULEVARD STREET. A street developed to two traffic lanes separated by a median, lanes.
      (2)   CUL-DE-SAC STREET. A minor street of short length, having one end open to traffic and being permanently terminated at the other end of a vehicular turnaround.
      (3)   LOCAL STREET. A public street, publicly owned or a public street privately owned used primarily to carry local traffic.
      (4)   LOOP STREET. A minor street of short length with two openings to traffic beginning from the same street, and projecting parallel to each other and connecting at their termination by a loop.
      (5)   MAJOR THOROUGHFARE. An arterial street of great continuity which is intended to serve as a large volume traffics for both the immediate municipal area and region beyond, and may be designated in the Village Street Plan, as a major thoroughfare, parkway, expressway, or equivalent term to identify those streets comprising the basic structure of the street plan.
      (6)   MARGINAL ACCESS STREET. A minor street paralleling and adjacent to a major thoroughfare winch provides access to abutting properties and protection from through traffic.
      (7)   MINOR STREET. A street, publicly or privately owned, of limited continuity used primarily for access to abutting residential property.
      (8)   TURNAROUND. A short boulevard street permanently terminated by a vehicular turnaround.
   SUBDIVISION. The partitioning or dividing of a parcel or tract of land by the proprietor thereof or by his or her heirs, executors, administrators, legal representatives, successors, or assigns for the purpose of sale, or lease of more than one year, or of building development, where the act of division creates five or more parcels of land each of which is ten acres or less in area; or five or more parcels of land each of which is ten acres or less in area are created by successive divisions within a period of ten years.
   SUBDIVISION ACT. The Subdivision Control Act, Public Act 288 of 1967, being M.C.L.A. §§ 560.101 through 560.293, as amended.
   ZONING ORDINANCE. The village’s Zoning Ordinance.
