After the effective date of adoption of this chapter, two Council members shall be elected at each succeeding biennial village election. This chapter shall not shorten the term of any incumbent member. Nor shall this chapter shorten or eliminate a prospective term unless the nomination deadline for that term is not less than 30 days after the effective date of the chapter. The term of office of each elected Village Council Trustee is four years, beginning November 20 after his or her election.
