Construction is prohibited unless in conformity with a valid building permit obtained from the Building Commissioner prior to commencement of construction that:
(A) Exceeds $1,500 in cost. Total construction cost is valued at the average contractor cost when self-construction/labor is used; and
(B) Changes, upgrades, or installs a new electrical service, wiring, or meter base.
