(A) The service charges as set forth and contained in the following Schedule of Charges are hereby found and determined to be reasonable and just rates reasonably related to the solemnization of marriages and related services by the Clerk-Treasurer.

(B) The Schedule of Charges in division (A) above shall not be interpreted to require the availability of the Clerk-Treasurer at any particular day or hour to perform solemnization of a marriage.
