No owner or occupant of any dwelling within the corporate limits of the town shall park upon his land, or suffer to be parked upon his land, any mobile home or house trailer, which is connected to the water, sewer and/or utility facilities of the dwelling so owned or occupied by such owner, without having obtained the prior written permit of the Town Council.
